Free School Meals Initiative

Plain-English Summary

This initiated measure proposes a constitutional amendment to mandate state funding for free breakfast and lunch for all K-12 public school students. It specifies that earnings from the state's Legacy Fund would be used for this purpose, unless the Legislature designates an alternative funding source. The program would begin in the 2027-28 school year.

What each outcome does

IF YES PASSES

If Measure 3 passes, the state constitution will be amended to require public schools to provide free breakfast and lunch to all K-12 students, funded primarily by the Legacy Fund or another legislative source, starting in the 2027-28 school year.

IF NO PASSES

If Measure 3 fails, the state will not be constitutionally mandated to provide free breakfast and lunch to all K-12 public school students. Current state and federal programs for free and reduced-cost meals would continue as they are.
